Partition deed: 2% stamp duty on market rate in delhi?

Hello

In partition deed between non related co-owners, does current market circle rate apply to stamp duty and registration fees calculation? Or partition deed can be registered at nominal rate?

Stamp duty for partition for 100 sqm in D category is coming  out to be around 2-2.5 lakhs. Partition don't create any new title, so shouldn't it be done at nominal rate?

Property is question is a plot co-owned by three parties who had verbally divided the building into three floors 15 years back. After receiving the freehold Conveance deed from DDA, we are planning to create a partition deed to get clear title for each floor.

Looking forward for some good expert opinions.

Regards,

Shrey

The stamp duty as laid down for the purpose has to be met accordingly.
