Patta transfer rules

The Tamilnadu Patta Rules 1983 clearly says that a patta can be transferred only on three grounds: 1) Between heirs like father to son etc 2) Due to a registered sale of property between two parties and 3) Through a court decree or order I would like to know when the rules are clear in the recent digitisation of land records by Tamilnadu government whether in the TSLR is it possible to omit or delete a well established land record/s and insert new names fradulently??

Also who is empowered to inquire and rectify the records?? and what are the remedies available to set right the Town survey land records in the digitised format?

Respected Sir,

I am applied for patta sub division and name transfer in Pallavaram Taluk office (Chennai), they are rejected my application with out reasons, again applied and given petition to Tamilnadu CM, finally I got patta to my name, but measurements was wrongly updated in patta, in Sale deed 730 Sq.Ft individual house for patta shows as 486 Sq.Ft only, again I given petition to Tamilnadu CM, they are told we will take measurements again, but still no action from Taluk office, please advise shall I submit Ration card and Aadhaar card to District Collector office or file case in court, Thanks
