There is a whistleblower  Act and those agencies like CVC, CBI, ACB are the investigative agencies that must keep the complainant's name secret and should initiate an investigation.

The complainant should consider the pros and cons, as filing PIL is not simple, and even HC rarely entertains such PILs and many times probes into motives of the petitioner.  Personal safety is a priority as a family depends on him/her.

Well, they won't necessarily kill someone who files a PIL against them or their business. They will, in some cases, resort to extortion or coerce the litigant to do something against their will. They will also threaten to harm them, their family or their business. However, that does not mean one shouldn't file a PIL with their identity mentioned, purely over the fear that one will be harmed.

Yes, there should be a system where one should have the liberty to file a PIL without disclosing their identity as the issue of safety concerns arises. However, nothing like that is in existence right now in our country. However, investigating agencies or people representing should keep the plaintiff's identity a secret if the plaintiff wants it that way. The courts should also take into consideration such a demand as breach of safety and privacy often ocurrs whe PILs are filed against influential people

Raise your concern with members of parliament for some "new" enactment whereas this platform is useless to help and redress your query..
