THE COMMISSION HAS ACTUALLY VISITED THE SPOT IN PRESENCE OF BOTH THE COUNSEL AND THE PARTIES AND IN HIS REPORT ALSO HE HAS MENTIONED THE PRESENCE BUT NO SIGNATURE AVAILABLE.
WHATS THE FATE OF THE REPORT ?????
