Please solve my issue...

Dear Sir/Madam, I am from singrauli, Madhya Pradesh. I have bought a plot here in plot no. 197 and after 7 i bought some parts of plot from plot no. 239 that was adjacent to my plot, i have followed all steps to buy that plot legally and now i have all legal documents related to that plot, but now when i am goinh to start construction on that plot, the owner of plot no. 199 was saying that which part i bought in 239 was part of 199 not of 239, and he is making voilence if we are going to start construction, i want to know that if i will take help of police and start construction then can he take stay order on that plot?? Please help me...

There must be a reason why he is doing this. Was he aware that you were going to construct on this plot? Generally notice is sent to the owners of adjacent plots when this is about to happen. You need to enquire whether notice was sent to them or not. Yes you can gain the help of the police but whether the issue will go away that is debatable.

File a application for measurement of your land and also file the mutation and thereafter collect the PATTA or RoR from the tahasili office.

Notice was sent to all adjacent land owners and they all were present when patwari was measuring that plot but still he was saying that he will do measurement again when a new patwari will come after transfer of current patwari...till then he is stopping us to construct.
