Promotion through ldce exam in railway

The procedural selection through LDCE (Limited departmental competition examination) are held in Railways for promotion in various category of post. The exam is held plus marks of service record also counted where confidential reports marks are also given. Now the question is regarding cut off date for counting CR's of preceding years.
