1. Singing in Public place & collecting money, is a prosecutable offence of Nuisance & Breach of Peace and also is an imprisonable offence under the Bombay Prevention of Begging Act.  FORGET THE CHARITY COMPONENT.

2. Giving /Taking unaccounted & non-receipted money for such activites can at the most be classified as ALMS or HELP, but not charity, as far as Income Tax laws are concerned.
