Sir I want to know the stamp duty and registration cost for Special Power Of Attorney and not for Sale / Purcahse Deed.

The Stamp duties and Registration fee varies from one State to one State. Usually the Stamp duty for special power of attorney is maximum of Rs.50/- and fee of Rs.100/-. however check at SRO of your area.
