Ragarding construction in parking area

parking area is meant for parking of the vehicles only and construction cannot be done in that area.

in spite of complaining the builder he is not taking any action. Builder has not yet sold all the flats. He has not yet formed the society. some of the occupants have not disbursed some amount as he has not given what he has promised in the brochure he has given during the time of agreement. Sir please advice.
