Refusal to issue transfer certificate

I was a student of a private college affiliated to Bangalore University, from where I completed my UG. I have been provisionally admitted to a Central University for PG, where I am supposed to submit my TC. My college is refusing to issue the TC unless I bring a 'Request for TC' from the Central University. The Central University refuses to issue such request, stating that no such request is necessary to issue a TC. What are my options now?
