Regarding excessive delay in concluding execution petition before consumer forum

In one of the Execution Petition against the JDR-Govt Authority, the District consumer Forum is taking inordinate delay in concluding the case. Execution application was filed more than 12 years back and the JDR has not complied the order of the forum as well as not paid any compensation to DHR, sr. citizen. Its almost a year that the matter was kept reserved for orders but still it is pending. Its unfortunate that the poor DHR being the Sr. Citizen is fighting before the consumer forum for more than 12 years that too with the Execution application and frustrated with the excessive delay before the district consumer forum Therefore, could some one advise on various options / remedies available for DHR to get the case disposed of at the earliest? Thanks !
