 Dear queriest, are you a tenant or owner of a flat?  First try to solve the problem with the elders and well wishers in an amicable way.  Otherwise issue a legal notice by consulting a local advocate.

Talk with the other, explain him the difficulties, report the matter to your land lard and request him to give a solution.  If there is no solution, explore the possibility of shifting from the flat.

The Landlord has to repair the damage and leakage, if he fails to do so you may approach the local municipality with a complaint.

if you live in an apartment, raise your issue through Association and see that the leakage is rectified by the owner or else bring to the notice of your owner and ask him to resolve the issue
