Regulations governing purchase of land by developers

Dear All,

One of my client is Real estate Co. for which i m doing Internal Audit.

I m auditing the 'land Acquisition'.

I want to know by which act they are covered in case of land acquisition.

Is there any specific regulations by which they are governed for purchasing the land. They dont develop it further. but form an SPV from their subsiidary Co./Associates who then further develop it/ construct it.

There are different provisins, which differs state to state, so pls provide the name of the state in which they want to acquire land, after that any proper advice can be given.
