This is a matter to be decided between the landlord and the tenant unless the Government enacts and notifies the law to this effect. This is rather difficult as such a provision entails deprivation of property and the Government would be required to appropriately compensate the landlords.

The simple logic is that when the premises are in full possession and enjoyment of tenant he should pay the rent. The owner is not concerned with prosperity in business etc, and he is concerned only with rent. But, if the landlord is kind, and if the tenant is having a track record of honesty and not earning sufficient income even in the past, he may consider accepting the past rent in future installments with that present month rent.

The answer is Yes and tenant is under obligation to pay rent even during the lockdown period.

You are under obligation to pay the monthly rent to the owner.
There has not been any announcement by the government in this regard.
If at all the owner is magnanimous to waive the rent then it can be availed but you may not be able to force him to do so

You can not escape from payment of rent during lockdown period.
