IT might be possible if one of the party has not honored the settlement.

There should be breach of such terms and conditions mentioned in settlement deed and the case must be within such limitation period. How the case ended is also material as there may be several reasons for closure like Parties voluntarily withdrawing, court dismissing the case for non attendance etc. But it the compromise settlement was through Lokadalat, it can not be reopened.
