Sale deed

me and my mother have purchase flat from my real sister and her husband. we have paid stamp duty in the said transaction, now we are being told that since this transaction falls under blood relationship hence you can get waiver for stamp duty. please advise whether this is right, if yes then how to go ahead for the same and recover the amount paid
