Sale permission for sc/st land

Hi,

My lawyer is asking for Govt. issued Sale permission for SC/ST land, to which builder is saying Govt. doesn't provide one and could provide 79 a/b document. I need ur help.

Govt of Karnataka in fact provides endorsement based upon survey number whether such land comes under the preview of any case pending with respect to sc/st. If the land was allotted by the govt to any sc/st individual then the said land cannot be sold outright without permission from the govt. 79a/b pertains to farmer status. It is near to impossible to buy such lands.
