There's a slightly different process to register Commercial Vehicles which can also be driven by Non-Commercial Driving License Holders.
Any commercial vehicle has to be driven by specific Commercial Driving License Holder only. For example a Cab/Mini Truck with a Yellow Plate has to be driven by a driver who holds a Commercial Badge number only. His eligibility is mentioned on his Driving License.
Where as a Commercial Vehicle registered with a Black Background number plate and Yellow Lettering can be driven by both Commercial and Non-commercial driving license holders. This is normally done in Car segment only and not in Goods Vehicles.
Only a registered company can attain that eligibility to own and register such vehicles. You will have to first submit a letter to RTO explaining your company profile and the reason to be eligible for it. Your intention to start a Self drive vehicle business should suffice. Post approval you will need to pay an amount. Usually to the tune of 50–100K INR to RTO per one time eligibility.
Once you are done with this. You will be eligible to register all your commercial cars with this approval.
The regular vehicle registration process is similar to the other vehicle registration process.
The process might vary slightly from state to state and RTA to RTA. You will have to check locally for the exact process.
