As you will be buying the flat and transfer of property is by another individual to you for which an sale agreement will be executed, ( and not betwen the builder and you), service tax / vat are not applicable.

Builder has committed Breach of contract. In place of original contract he brought alteration, novation and rescission of the contract and breach. Hence it is up to you to accept the alteration,. novation and opportunity of rescisiion the econtract, So either you accept the alteration or novation and agree to buy from his wife instread of builder.If you appreciate thi sreply p0lease click the thank you button on this forum.
