society not maintaind

Dear sir please help we will newly purchased a flat in badlapur east .the society is registerd but no responsibilities. No eater connection and no lights on passages we will enquerd about this .members are not paying maintenance .and chairman is also spend more than 10 lakhs rs he refuse to retern the money .BMC disconnect the line so no water connection .as a member what we can do sir . Please help me .members are not corporating.
