There are over 38 lakh cheque bounce cases pending in various courts of the country under Section 138 of the Negotiable Instruments Act. Now, Union Minister for Law and Justice Veerappa Moily has written to Finance Minister Pranab Mukherjee asking him to get his ministry to set up special courts to handle these cases.
In his letter to Mukherjee, Moily has referred to the report of the Law Commission of India as well as the task force appointed by the government under the chairmanship of former Supreme Court judge M Jagannadha Rao in 2008. The task force recommended a methodology and infrastructure for institutionalising Judicial Impact Assessment in the law-making process.
