Speed challan in delhi

Need Advice regarding speeding challan in Delhi.

Was challed on the Delhi Ring road for over speeding, my Cars speed was 73 km/hr. I was issued a court challan.

Question

  1. Is this leagal?

  Why I am asking this as my understanding is Parts of Ring road comes under NH and allowed speed on NH is 80km/hr. Also read notifications that the Ministery quiting the read article regarding the same.

Speed limits for passenger car will soon be increased to 120 km /hour from the existing 100 km/hour on expressways and to 100 km/hr from 80 km/hr on national highways, two senior road ministry officials familiar with the development said.

Union road transport and highways minister Nitin Gadkari approved the revised speed limits on Wednesday. Currently, only the 165 km Yamuna Expressway that connects Delhi to Agra has a speed limit of 100 km/hour.

Another news paper quoted the below

“ Within the city, the speed limit for cars go up to 70 Kmph from 60 Kmph, and for bikes, it’s 60 Kmph now. “

 

I am not sure whether it is still implemented or not so need information on this part.

So is my understand correct regarding speed?

 

Please suggest how to proceed.
