Stamp duty on settlement deed

Can the immovable property held in the name of the sister be given to her own younger brother through the settlement deed?  If answer is affirmative then what is the rate/quantum of stamp duty applicable.  Does this reduce the quantum of stamp duty applicable if the property is transferred through sale deed.  The property is located in the city of Mumbai in a co-operative housing society.

 As per the provisions of Bombay Stamp Act, Stamp duty will have to be paid on a deed of family settlement.

thanks for your guidance.  Would the stamp duty rate be the same as is applicable on transfer or is lower?  Shall appreciate your input on that.
