What are rules regarding standing orders applicability? Do it apply only to award staff? or whether it apply only in respect of salary amount measurement?

Dear PBS KUMAR,
Thanks for the attachment,but it does not convey as to whether the standing orders apply to officers or high ranks officers.Secondly it is also not mentioned the section whether the standing orders are not applicable for the employees whose salary[gross salary or basic +d.a.] is in excess of stipulated limit applied for comming in purview of standing orders.
