First indicate whether the amount in post office is more than Rs. 1 lakh?
If not, by giving indemnity bond, the amount can be got released.
If it is more than 1 lakh, then you have to apply for grant of succession certificate to the District Court in which the person who died was residing. It will involve payment of court fee on certain percentage calculable on the amount lying with the post office. The process will take between 3 to 6 months to get the succession certificate.

It is felt that the PO a/c had no valid nomination.
Check if IT is possible to get the proceeds by producing legal heir certificate/disclaimer/indemnity/surety etc .
If IT is not per procedure and discretion of officials then check for time involved, FEE of lawyer etc in LOCAL civil courts………..
