Technical resignation

I have completed 14 years of service in central govt. Recently I have been selected in a central Autonomous Body in a higher grade pay. in response to my request to relieve me to join my new assignment, my present dept. said that, I will have to go in the new dept. on immediate absorption basis and no lien will be retained.

In this condition, whether my resignation will be treated as Technical Resignation or not ?

I had applied for the said post through proper channel, but my deptt, did not forward it saying that the last date of submission of application is already over as per the advt.  But my deptt. issued me NOC to appear the interview when i was called for it on the basis of advance copy submitted by me.

Please advise me, what shoud I write in my resignation letter.

I believe you may be eligible for pro-rata pension, if joinign PSU or Autonomous Body.  Techincal rsignation is Govt to Govt.
