If it is village road and to go hopsital through his land, and there is no other route, then take the help of village elders to negotiate with that person and hospital authorities amicably.

If it was already used as a passage by the public without any objection from anybody such a passage cannot be closed by anyone.

When a private property is used as passage by public, owner of such property places a board stating such as "THIS IS NOT A PUBLIC PASSAGE", "NO TRESPASSING", "TRESPASSERS WILL BE PROSECUTED ETC". When there is ambiguity regarding whether a property is public or private, it is for authorities like Government or Municipality to intervene and set things right in public interest.
