To answer your first question, a 'Toolkit' is a booklet or document created to explain a cause or an issue. It identifies approaches to address the issue from the grassroots level. A toolkit is a collection of authoritative and adaptable resources for front-line staff, and it can help translate theory into practice, and typically target an issue or an audience.

Disha Ravi, a climate activist was arrested as it was alleged that she had shared a toolkit with Greta Thunberg, the Swedish teen activist. The toolkit included a document on details of the 26th January protests and online and street protests. 

And this toolkit was uploaded by Greta on her Twitter account. Thus, Ravi was arrested on grounds of sedition and conspiracy. It was alleged that she had shared the toolkit with an intention to promote dissatisfaction against the Indian Government.

To answer your last question, the creation of a toolkit cannot be grounds for arrest, but if the document contains information, strategies against the State, then the person may be arrested. In this case, Ravi was arrested as she shared information regarding protests of farmers with Greta.
