No court will direct the Government to transfer.
At best the Court will only direct the government to consider the request of your father.
So, ultimately, it is the Govt which has to consider the request. If it rejects, again you have to approach the Court and Court will not do anything.
If the Govt. considers your father's request favourably, you will be happy.
So all said and done, it is in the hands of the Government.
Therefore, by approaching the Court you may not get the desired result.
On the contrary, if the Govt. has transferred your father when he is in the last years of his retirement, probably the Court may come to the rescue and stop the transfer! That is not your case. Rather you want transfer.
It is not clear, why when all of you are so concerned about his health and heart problem, not even one of you can go and stay with him at least for another 1-1/2 years, in case his request for transfer is not considered by the government?
