Transfer of property to new owner

After death of my Father who was owner of housing property in Nerul under CIDCO agreement,we all brother and sister through affidavit to Cidco relinquished from the said property and thus property were transferred to our mothers name in 1997 by Cidco as per by laws.
As of now all electric,water,property tax is in the name of my mother only.
Do we still require hier certificate to sell the property.

No, After demise of your father you all brother and sisters relinquished your respective share in property in favour of your mother and after that she  became absolute owner of property , she has every right to sell,gift or transfer the property .You need not to obtain heirship certificate.

How to Convey same to the party who is ready to bye the property but bank is refusing to allow loan and asking for heir certificate.
