In case notice was served to the 2nd respondent/complaint in a S 482 CRPC quashing petition in HC vide registered post which was unserved non-returned along with non-returned AD, can the case be heard in HC or what?

If the notice sent by hig court directly then the high court will decide on the subject if the notice served was not returned undelivered or has been served on the respondent.
