Hello Gud evening to all worthy members of bar. I'm advocate Vaishali Karloopia practising lawyer. I want to know that whether an action be taken against an SHO refusing to file an F.I.R except contempt application.

Can you specify which case is it?  I suppose it is matrimonial dispute. Clarify.

you have not specified the complain . In case its a matrimonial matter you can file a private complain in the court . Why break your head and the others have already stated to complain to the commissioner if the SHO is not registering the complain .
