Verification of court registers / records

Dear Learned Collegues,

In order to comply with the provisions of Section : 52 of the Transfer of Property Act ( Transfer of Property pending suit relating thereto), it is imperative to verify the various register / records maintained at the Civil Court having jurisdiction over the property concerned. However, the Chapter XXVIII of Civil Manual issued by the Hon'ble Bombay High Court, provides for inspection of records by the party / ies to the suit or its / their lawyer/s. If a stranger ( prospective purchaser of the property, who is not a party to the suit) wishes to find out if there is any litigation pending against the prospective seller, then under which specific provision he may make application seeking permission to inspect the records?
