i took a loan of 9,90,000/-rs. through KVIC margin money scheme in 2003 but bank asked for collateral security, i heard it was collateral free up to 10,00,000/-rs.,KVIC officer said that RBI circular declared it collateral free. i want to know the loan was (in 2002-2003-04) collateral free or not ?
