I like to start web base shop online. I have following question.
[1] I am based in Bangalore
[2] Do I need to register my company If yes what is the procedure.
[3] Do I need to register for VAT or CST ? If yes where and procedure?
[4] Is there any VAT/CST online registration by govt.

There is no such procedure of registration of company. You have register your domain name with ICANN.

If you are engaged in commercial activity within india, then yes.
Is there any VAT/CST online registration by govt.
