Where to Complaint and also to file a suit against sub-regis

Donor Executed Gift Deed (Unconditional Gift Deed in Dt..2005 Dec of Agriculture Land)

Donee has acquired all land records in his name and in position

With out Donee consent, Donor has Executed Revocation Deed (Dt..2010 Oct ) thought and in Sub-Registrar And Donor executed a Sale Deed same day,

Sub- Registrar has not given any notice to Donee and illegally Revocated the gift deed

Donee wants to complaint and file a suite against sub-registrar

Please tell us where to Complaint and also to file a suit against sub-registrar

Is it In district court or in high court

I am suffering with a similar problem.

(my father gifted me two houses after he was sure that his life came to an end. after few months when he recovered , with the influence of his illegal partner had revoked the gift deed and was expired after 6 moths. I had filed a writ from high court and a status quo was ordered. but the wicked lady claiming herself as wife had executed a sale deed and the system still sleeps) 

As long as there is no mechanism to punish the sub-registrar for the wrong doings these stupids would be handling registrations at will.

A simple answer given by legal experts is to file a civil suit!!!

For they are sure that it takes a minimum of 10-15 for courts to look into these issues.

I had written to the President, Prime Minister, Principal Secretary(rev), IG - Stamps & registrations...

But there would be no response or again a simple reply that file a civil suit.

THUS IS THE EMERGING INDUSTRY OF ANTI-SOCIAL ELEMENTS AND PAY THE RIGHTFUL 1/10TH AMOUNT. AND STILL THE ADMINISTRATION INCLUDING THE JURY KEEPS MUM AND BLIND FOLDED. 

There should be an end to this system. and this is possible only when people oppose the system and fight back for a change with loud voice.
