Whether decisions of managing committee are binding ?

The managing Committee is dismissed by the Registrar for want of M-20 bond. It was dismissed after four years for non submission of M-20 bond. During the said period the managing Committee filed a false complaint against a member in the JMFC. During the proceeding of the case it was found that the said committee had no locus standi for want of M-20 bond. Now the accused has challanged the legality of the complaint. Whether the said committee has legal rights to file a complaint when it itself has no right/power  to file ? Pl. Guide.

any action taken by such committee has no legal force.  however, so far as criminal complaint is concerned, it depends upon charges, as under section 199 and 200 of crpc any person can file criminal complaint, for filing criminal complaint status of committee has no relevance.
