Dear Shayonee Dasgupta,
There is no estoppel to file a civil suit or arbitration petition as well but the same is dependent upon the terms of the bid documents and descretion of the parties in this regard.

Yes, if the order is smack with arbitariness or favouritism writ will lie to prevent such arbitariness or favouritism as violative to the equality clauses in article 14 of the constitution.
