Writing to chief justice, hc

Dear Professional colleagues,

In one case of accident involving a state govt undertaking vehicle, Tribunal has passed the award about 7 months ago.   A case was filed for attaching the property of the insurance company, since there was inordinate delay in releasing the awarded amount.  Even after a month of the attachment order, nothing seems to be happening.  The person involved is an elderly lady.   Do you think she can write to the Hon'ble Chief Justice explaining her plight?  Will it be legally incorrect?.

generally such delay is normal in proceeding of attachment.

But I think there is no problem after award, to introduce with her greivences.
