Adjudication process

Dear Sir - My brother is living abroad, and we need to sell our ancestral property where he has sent Power of Attorney Cooy by appointing me with due stamping from embassy. My doubt is that 

1.Should that paper to be adjudicated/Registered in Chennai register office ?

2.After adjudication whether we require a life certificate ?

3.Whether the POA should contain property details which are going to be sold (or) can it be in general terms like ancestral property(or) any property buying and selling.

4.What's the format for adjudication in register office ?

5.I have earlier done adjudication by paying 3500/- to the agents, but now they are asking 7,000/- for adjudication but where the actual Fees is Rs.200/-, how should I overcome this.
