The society is to be formed by the owner members and it will take over the entire common areas of the apartment complex which will include the parking areas too.
After that the allotment of car parking space can be done as per the bylaws of the association.

is an apartment owner's society formed or not? If the society is not formed, now form a welfare of owners of an apartment and then decide a majority members present.

Form an association of flat owners, as per law of the (your) State and take possession of the entire premises.
