Taking umbrage of this SC ruling on the status of civilian employees of the URCs the MILITARY auth has inferred that URCs are outside the domain of RTI Act 2005. The reply has been recd today.Dr MMS is also talking about review of RTI ACT 2005. Is something fishy happening? For your info Defence Minister is the Chairman of BOCCS ( BOARD OF CONTROL CANTEEN SERVICES) which decides who all civilians can be made eligible for CSD facility in the name of Troops, What method will b adopted to issue registration numbers to Defence Audit department by the General Manger CSD , Adelphi, Mumbai to CIVILIAN STAFF/ EST so that more profits are generated at the URCs. It is this BOCCS which decides how much LOOT AND SCOOT be made from the CFI in the name of GRANT IN AID to those supposedly private ventures. How can the soft loans to those private ventures be really soft pegged at 4 % where bank loan is not available for construction Homes less than 12.5 % interest. And I do not know how much salary is paid to the chairman for his positive role for transfer of money from CFI to such private ventures besides allowing three services , Defence / oFFENCE DEPARTMENTS to convert almost all old and new buildings into Canteen complexes at the cost of the exchequers.
