Do 'kashtkar' in jamabandi have right to sale

In Rajasthan , Does person shown official in data as 'Kashtkar' in Jamabandi/Khet Khatoni entries, have right to Sale the Agricultural land? 

Any supporting details appreciated

1. What is 'Kashtkar'  ??   DOES IT MEAN "LAND CULTIVATOR" (of others Land).

2. Person CANNOT sell ANY land only on basis of entries in the Revenue Records.  ONLY a "Conveyance Deed" (Sale Deed /Gift Deed /Release Deed / others .... ) are legally entitled to sell their property.  Person merely in usage or having cultivating rights do NOT derive right to sell such property.

'kashtakar' in Rajasthan means cultivator of his own land not others land

1. IT seems that Land comes under "reserve category" of land, wherein the Govt. might have "ALLOTTED"  (not not sold) to the farmer for cultivation for his self-sustenance.  IF this the case THEN such land CANNOT be Sold by the cultivator, without proper permission of the district collector.

As I could understand, 'Kashtakar' does not stand in the status of 'occupant' unless there are laws to the contrary.

The titleholder (owner) can sell it, show the land records/ documents to a local prudent lawyer for professional advise.
