No. Family card is issued to resident indians. To obtain telephone/gas, alternate documentary proof is provided by the respective department.

Dear Sir,
I am now working in Germany and my wife and child are in India. I am on assignment for 3 years.
So I will become an NRI. Whether I should surrender my ration card or should I delete only my name from the existing ration card or should I leave as it is. I will be working outside India for 10 months and will be in India for 2 months every year.
Waiting for your advise and thanks in advance.
Best regards
Balaji A
