As per CCS rules is it mandatory to submit course completion certificate while joining back the duty after availing extra-ordinary-leave for Phd purpose ?
What will be the consequences if the certificate is not produced ?

Please let me know what the Central Civil Service (CCS) rule is. My Establishment follow the CCS rule. Please help me with the rule book. Because of non-submission of completion certificate I am forced into financial recovery.
