Gifting money outside blood relation

One can gift anything to anybody. There is no legal bar.

If it is a gift, where is the question of any terms?  If you want to put any terms and conditions, it is for you to decide.  

you can even give to Taliban etc, provided you are not caught by police or army: meaning thereby to anybody on this planet. and if you know someone in Mars or the Jupiter even there also. 

I meant to ask - can this be done with a legal document as a certificate of gift ? otherwise  the person receiving the money will  have to  keep that as black money.

how to avoid that?
