Without the investigation how judge will know who is the culprit. Hence inorder to provide justice and clear investigation has to done by the police authorities.

Police investigation is there to bring the truth behind the allegation or accusation and place the findings before the judiciary to judge about the innocence or the guilt of the accused person. It is simply like that of a pathologist who recives sample for analysis, detects the foul and refers it to the doctor for treatment. Judciary is the spaecialist doctor and rest others are like para medical staff. If the specialist doctor fails in detecting or treating the disease or administers wrong medicine, the case is further referred to super specialist doctor. The same happens in judiciary also. Case goes to higher courts for proper adjudication. But every thing is based upon the police investigation. However, in India if some one is doubtful about the role of police in investigation he is at liberty to file complaint case u/s 190CrPC before the area judicial magistrate. In such cases the magistrate will hold enquiry and then proceed. Please not that the magistracy has no power to investigate. They can only enquire but investigation is the sole pregorative of police where the magistrate has got least power to interfere.
