Jusrisdiction of Indian Stamp papers

is a contract that explicitly is in exclusive N York Jusrisdiction (US & NY state law), but is executed between an Indian exporter and US importer, required to be executed on Indian no-judicial stamp paper, for recognition by Indian Tax/Statutory authorities ? In this case, services to be performed (manufacturing) is to be done in India.

Section 3 of the Indian Stamp Act gets attracted when any agreement / instrument executed outside India relates to any property situated in India or any matter or thing done in India and received in India.

Hence in case the services are rendered in India, it will attract stamp duty.
