Marriage annulment

For Marriage Annulmnet, do both parites have to agree to the annulmnet or can the other party disagree and if so, what is the next step the person who has filed for the annulment, can take?

Foreign Marriage Act and Special Marriage Act from what I understand since the marriage occured abroad between an indian citizen and a foreginer.

There's no such thing as mutual consent annulment.    Annulment is based on grounds.

On other platforms, I am reading that the other party can deny the claims of annulment, such as non consummation of marriage. Is that something that can be an issue?

Sure.    Non consummation is one of the grounds for annulment.  Consent is not sine qua non for it.
