parents death without nomination

my friend and his wife died within one month span.
husband having bank account and wife was nominee.
accidently wife got serious infection and within 15 days of ICU hospitalization,she passed away.
12 days last rituals done and next day husband got high BP and got paralysis.within 2 days he got breathing problem and suddenly he passed away in ICU.
they have only daughter and husband could not changed nominee due to hospital emergency of his wife and than he fall sick and died.
daughter submitted both death certificates, affidavit, indemnity Bond, her bank details, Desired ID proof but bank demanding certificate from Nagar Nigam that " she is the only child of her parents"
Sir,
why and how Nagar Nigam can isse such certificate ,when they doesn't maintains family record of citizen?
but bank need such certificate.
please guide for poor daughter,as she lost her parents and badly need money.

To get the money from the Bank, it is mandatory to produce the Legal Heir Certifidate. Though the revenue officials do not maintain records, the revenue officer has to visit the place and enquire people to know the legal heirs of the deceased persons and issue a certificate.

It is pertinent that a succession certificate issued by court should be submitted to Bank to claim the money lying in the account of the deceased.

If the Municipality issued survivor certificate will be okay for the bank then she can apply for it from the local municipality by complying with all requirements.

It is the revenue authorities (SDM /Tehsildar) to issue legal heir / surviving member certificate.
